Position Summary:

Oversee, and coordinate the TRIO Upward Bound program, a federally funded grant that assists low income, first-generation, and students with disabilities in graduate from high school and enroll in post-secondary education. Plan, implement, coordinate, and evaluate program services and activities to ensure grant objectives are being met. Oversee Upward Bound project for continuous improvement.  Manage identification, selection, assessment, and notification process for student participants. Plan and conduct retention-directed activities and events including weekly services during the academic year and a six-week summer program. Develop, implement, evaluate, and resource specialized curricula promoting student academic success with formative and summative assessments. Coordinate and oversee documentation, program compliance, performance, research, and data collection of student outcomes related to grant objectives. Establish and maintain working relationships with target high schools, community, college departments, programs, divisions, and administration. Program liaison to TRIO conferences, trainings, US Department of Education Program Officer, campus committees and meetings. Perform any other duties as required in fulfillment of the project.

Primary Duties Performed:

• Provides oversight, planning, and implementation of programs and services in accordance with grant guidelines.
• Coordinates and oversees documentation, program compliance, performance, research, and data collection of student outcomes related to grant objectives and student learning outcomes.
• Writes reports and proposals as required by the grant and/or the college.
• Builds partnerships and relationships with target high schools, hosts regular meetings, and collaborates with high school administration to further Upward Bound goals and objectives.
• Manages the identification, selection, and notification process for student participants. Assists with managing the student caseload.
• Plans and coordinates promotion of the program to a variety of stake holders including campus audiences, target high schools, and the community served by the project.
• Plans and conducts retention-directed activities and events including weekly activities during the academic year, as well as a six-week summer program.
• Coordinate with college departments including purchasing, finance and accounting, human resources, marketing, and information to ensure that program goals are met.
• Manages and tracks program budget and allocates resources.
• Hires, trains, supervises, and evaluates program staff.
• Ensure the fulfillment of grant objectives, prepare and submit Annual Performance Reports to U.S. Department of Education, and develop regular reports for District Director of TRIO Programs.
• Performs other job-related duties as assigned.

Required Qualifications:

• Bachelor’s degree in a related field is required

Preferred Qualifications:

• Master’s degree in Education, Counseling, Student Personnel, or Higher Education Administration is preferred. 

• Experience with federally funded TRIO programs and grant/report writing experience is highly desirable, as is teaching, coaching, and/or administrative experience

• Bilingual skills preferred.

• Preference given to individuals with a background similar to target population

Salary Range:

$61,251.00 Minimum
