The basics of this position:

This position serves as the chief law enforcement officer for the College, with overall responsibility for budget, human resources management, and prioritization of campus safety and security efforts. In conjunction with other College officials, sustains and enhances a safe and welcoming environment at all properties.
Leads a highly professional, full-service College Police Department focused on community policing, with district-wide responsibility and oversight of all public safety operations, ensuring compliance with local, state, and federal laws, Board Policy, and Administrative Procedures. Requires close coordination and collaboration with administrators, faculty, staff, and students; representatives of community organizations; and governmental and external public safety agencies. Serves as the College’s primary authority on law enforcement, public safety, and security matters.

What you'll do:

  • Plan, implement, supervise, coordinate, monitor, and evaluate the specific functions and services of the College Police Department and private security, including operation policies, procedures, and methods. Assist in developing and modifying services and procedures to meet legal, regulatory, institutional, and community needs.
  • Plan and conduct comprehensive professional training programs and staff meetings; confer regularly with staff to plan and coordinate activities, assign and check work, assist with unusual or difficult situations, and resolve problems. Plan, monitor, and evaluate staffing needs, shift coverage, and work schedules.
  • Establish, evaluate, and communicate annual goals and objectives for the College Police consistent with the College’s Core Values and Strategic Initiatives.
  • Prepare and manage all departmental budgets.
  • Coordinate collaborative planning and development of public safety programs, training, and support services for the College community relating to personal protection, facility and property security, crime prevention, and emergency preparedness.
  • Oversee and carry out appropriate follow-up and investigation of reported incidents and assure proper communications. Assure that campus provosts and Leadership Team members are aware of serious incidents affecting the safety of students, staff, and property.
  • Ensure that appropriate threat assessment/management, and risk mitigation measures are in place, and the ensure capacity of the College Police Department to respond to catastrophic events. Direct and coordinate decision-making in emergency situations affecting the College community.
  • Maintain effective, collaborative relationships with local, state, and federal law enforcement agencies, as well as other college and university police and security departments; serves as the primary contact with area first responders and emergency management personnel.
  • Provide leadership for continuous improvement efforts to enhance professionalism and effectiveness of district-wide public safety operations.
  • Stay abreast of emergency management protocols, Clery Act regulatory requirements, and IACLEA accreditation standards.
  • Maintain public safety web page and assure that all policy and crime-reporting statistical information is up-to-date, accurate, and timely; maintain, submit, and publish annual Clery Act crime statistics.
  • Coordinate with Student Affairs and campus Behavioral Intervention Teams to effectively address issues of student misconduct or other concerning behaviors.
  • Manage and coordinate central emergency communication systems, including paging systems, radio system, and the “STLCC Alerts” system.
  • In coordination with Environmental Health & Safety Manager, develop comprehensive emergency safety plan for the College, and oversee regular safety education and drills.
  • Administer departmental record management systems and other police administration software; maintain publicly accessible daily crime log.
  • Assist with grant applications for disaster funding.
  • Perform other job-related duties as assigned.

Education, experience, and other requirements:

  • Master’s Degree in criminal justice, business administration, public administration, or related field of study.
  • Minimum of seven (7) years’ experience in command-level public safety positions with preferred supervisory experience at the executive level.
  • Experience as a public safety administrator working in a higher education environment desired.
  • Possess a demonstrated record of leadership and career progression of increasing responsibility.
  • Continuously hold a valid peace officer license in the state of Missouri for ten years, or hold equivalent credentials in another state or jurisdiction, including federal and military law enforcement, and be eligible for licensure in Missouri.
  • Must be weapons qualified, and competent in care and use of firearms and other tactical weapons and devices used in police work.
  • Possess valid Missouri driver’s license or hold valid driver’s license in another state.

Preferred Qualifications:

  • Experience working in complex organizations and with multi-agency/multi-level operations highly preferred.
