The basics of this position:

Serves as the college’s chief accounting officer (CAO). Responsible for internal controls and direction of the bursar-treasury function, payroll, budget, finance enterprise business application systems (IT Finance), and student accounts departments. Oversees the day-to-day financial transaction reporting for each identified area. Advises the directors of campus services on accounting and control issues. Provides consultation and assistance to the Vice Chancellor for Finance on a wide range of fiscal matters. Serves as a signatory on college bank accounts and other accounts requiring certification. Authorizes and signs checks exceeding $25,000, including online payments. Serves as backup to the Vice Chancellor for Finance whenever required.

What you'll do:

  • Provides administrative leadership, direction, and supervision for bursar, payroll, budget, and student accounting functions.
  • Manages staff to ensure optimum performance and support of the college objectives with emphasis on employee training and development; effectively utilizes the college performance evaluation system.
  • Advises other campus administration on accounting and internal control requirements.
  • Responds to inquiries from all levels of the college, as well as external organizations, on a host of topics including those related to budgets, staffing, transactional accounting and entries, Bursar processes, Payroll and payroll depository accounts, and student accounts and transactions.
  • Develops reports and documents processes for the finance function of the college covering Board policies, Administrative procedures, and other fiscal and operational matters as directed or required.
  • Creates and reviews Board reports and management information reports as required or directed by the Vice Chancellor for Finance.
  • Stays abreast of significant developments including accounting pronouncements to assure accurate and complete transaction accounting for the college.
  • Establishes and reviews procedures for operational and control purposes.
  • Prepares and monitors budgets for the finance department and other related cost centers.
  • Provides consultation and analysis to the Vice Chancellors on a wide range of fiscal and operational issues.
  • Assists the Vice Chancellor for Finance in the college’s banking arrangements, liquidity position, and investments as required.
  • Assists the Vice Chancellor for Finance with special financing projects and debt issuances.
  • Responsible for the Banner Enterprise Resource Planning (ERP) system for finance operations including monthly and year-end closing procedures; changes to the ERP for additional funds, organizations, accounts, and other ERP specific changes including the hierarchies associated with the various departments and functional areas of the college.
  • Works with the Executive Director of Financial Reporting to ensure quarterly and annual financial statements are prepared in accordance with GAAP and GASB criteria. In addition, works with the Executive director of Financial Reporting to ensure information entered into the Banner ERP is accurate and complete.
  • Is integral to the annual audit and the preparation of entries and information in compliance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
  • Signatory on college depository and checking accounts; approves/signs checks and account withdrawals above $25,000; signatory on college sponsored retirement accounts; if required, acts as approver of employee/retiree transactions related to retirement investment vehicles.
  • Annually, completes the property tax rate setting requirements for the district.
  • Participates on district-wide committees including union negotiations when assigned.
  • Serves as backup to the Vice Chancellor for Finance when the Vice Chancellor for Finance is not available, or the position is vacant.
  • Performs other duties as assigned.

Education, experience, and other requirements:

• A bachelor’s degree in accounting, finance, or related field is required.
• Proven managerial expertise and over ten (10) years of progressively responsible full-time experience required.

Preferred Qualifications:

• A master’s degree in accounting or finance is preferred.
• A Certified Professional Accountant (CPA) is preferred.
